Nope.  The Technology, Education, and Copyright Harmonization (TEACH) Act, which was signed into law by President Bush in 2002, addresses copyright in digital environments like course management systems, and offers greater flexibility when using digital resources in online learning environments.  However, to qualify, an institution must be non-profit.
