It appears that you are doing research related to Criminal Justice, and we have several databases available that will help you as you answer these questions. If you access the library's homepage at www.harrison.edu/library and click on the All Databases list, you will find Credo Reference and the National Criminal Justice Reference Service in alphabetical order. Both of these databases contain information about the Victimization Theory.

Take a look at this entry in the Encyclopedia of Violence, Peace and Conflict found by searching for the theory in the Credo Reference database. It contains specific information about the history of the Vicitimization Theory. You will need to login with your Harrison username and password to access the page.
